i cant play minecraft?

i tried to play minecraft java. so i tried to download the launcher but its broken, then i tried to download java on its own but it kept saying GAME RUNTINE NOT INSTALLED ON THIS SYSTEM OR NEEDS UPDATING what dose this mean?!?!!?!??!
