Maximum enchanting level with the /give command is 255

When I use /give @s wither_rose{Enchantments:[

{"id":"looting",lvl:256}

]} it shows up as Looting enchantment.level.255 instead of enchantment.level.256. The maximum enchantment level should be 256 as status effects do in amplifier (minus one).
