Allays with NoAI can dance

The Bug:

Allays with NoAI can dance.

This could be intentional however, I'm making a report just in case.

Steps to Reproduce:

• Summon an allay with NoAI.

• /summon minecraft:allay ~ ~ ~ {NoAI:1b}

• Place down a jukebox nearby and a music disc inside of it.
• Watch the allay closely.
• Take note as to whether or not allays with NoAI can dance.

Observed Behavior:

Allays with NoAI can dance.

Expected Behavior:

Allays with NoAI would not be able to dance.
