Nether won't load

I started a new world in 1.18.2 and updated to 1.19. I built a Nether portal but when I try to use it it plays the animation but never loads the dimension. The world has a data pack from vanilla tweaks, but I tested a different world with the same packs I had no problems. It also warns me that it's an experimental world, when a re-created works with the same settings did not give me that warning.
