Sculk sensor triggers inconsistently with wool block entities

When player throws a wool block entity onto a non-wool block, it triggers sculk sensors, which in turn can activate a sculk shrieker.

However, when breaking a wool block and the item entity lands on non-wool, sensors are triggered but will NOT activate sculk shriekers.
