Upon computer restart, when I open Minecraft Java Edition, all of my config settings are reset.

It only happens about 20% of the time I open Minecraft. But when it does happen, all of my texture packs are turned off, my graphics settings are reset and my controls and hotkeys are reset. For the mods I use, all of their settings and hotkeys are also reset. This is obviously very annoying having to reconfigure all of my hotkeys all the time. I have uninstalled and reinstalled Minecraft AND Java, I even downgraded my launcher to the windows 7 version and it still happens. I can't find anyone else with this issue, so I come here. If it is relevant, I play on 1.18.2 on a single-player world using Fabric. The mods I use are listed below.
