High FPS but suttering

Every couple of seconds my frames stutter but remain relatively high(45-70). 

After testing, Versions 1.18.2 - 1.16.5 run completely smooth and get high frame rates(80-100), even when heavily modded.

Java and graphics drivers have been updated to most recent versions. Changing any minecraft video settings did not help or worsen the problem at all, any combination of settings results in frames stuttering every 2-5 seconds. All of my friends with lower hardware seem to be able to run the game perfectly fine.
