Allays cant pathfind below y=-64

The Bug

Allays are unable to pathfind upwards when below y -64.

Reproduce

• Get an Allay Spawn Egg
• Do /tp @s ~ -65 ~
• Spawn the Allay
• Give it an item

Observed Result

The Allay didn't pathfind to the player

It would be able to pathfind
