Buried Treasure Maps Spawning as Normal Maps

Loading new chunks in my 1.18 world on Java 1.19, and every shipwreck/underwater ruin that has a treasure map spawns an Empty Map with the name 'Buried Treasure Map' but it acts like a normal empty map and does not lead to treasure.
