Elytra gliding sound effect jumps in volume

When gliding with the elytra in 1.19, occasionally the volume of the effect cuts between a louder and quieter variant. 

Look around 7 seconds and 11 seconds in the 1.19 video for an example of a cut to louder and quieter respectively.
