Baby Zombie villagers instead of zombies!?

Baby zombie villagers spawn in place of Zombies

What I expected to happen was...:
for zombies to spawn

What actually happened was...:
baby zombie villagers spawned

Sorry, I don't have photos, I was just flying around in Minecraft and saw it. It was in only one biome.
