My Infinity bow uses up the arrow!

When I shot an arrow from my bow, even though it had infinity it still used up the arrow. Maybe the reason is that it had level 20 and, on a different bow, level 1000 enchantments, but even that still needs to be removed. Also it might effect verions below 1.19, but I'm not sure yet.
