Nether Fortress mob spawn broken

The Nether Fortress mob spawn seems to be broken for several versions now (I think since 1.18) and I couldn't find anyone reported about it.

What is broken-

• Blaze still spawn a lot even after breaking all of the spawner in the fortress.

• Wither Skeletons still spawn after torching all of the fortress
