Enchantments capped at level 255 when using commands

In 1.17 and previous version it used to be possible to be able to use commands like{}

/give @p netherite_sword{Enchantments:[{id:sharpness,lvl:99999999},{id:unbreaking,lvl:3},{id:looting,lvl:300}]} 1

This would give you the exact enchantment level as specified in the command. Now since 1.17.1-1.19-rc2 if the same command is used all the enchantment cap at level 255. Even using a NBT editor like NBT Explorer gives the same results upon loading up the game.
