Can't punch mobs

I was fighting a Ravager when my axe broke. I still had my shield so I tried to punch it.

What I expected to happen was...:
The Ravager would take damage.

What actually happened was...:
It didn't take damage

Steps to Reproduce:
1. Load a Java world on 1.19 rc-1/ rc-2
2. Try to punch a mob
3. It won't take damage
