Sculk sensors are activated when interacting with fences while holding leads

The Bug:

Sculk sensors are activated when interacting with fences while holding leads.

Steps to Reproduce:

1. Place down a fence and obtain a lead.
2. Place down a sculk sensor nearby.
3. Hold the lead and right-click on the fence.
4. Take note as to whether or not sculk sensors are activated when interacting with fences while holding leads.

Observed Behavior:

Sculk sensors are activated.

Expected Behavior:

Sculk sensors would not be activated as there was no nearby change in the environment.
