Server resource pack error 503 bug

For < 1% of the players on my minecraft server, the server resourcepack is failing to download.

As you can see it's returning with an http 503 error for this url: https://download.minenations.net/MineNationsPack25842.zip#hash=2bfe15d641396235f34de8301a9cbf5c2c0b5b12

 

However, players can use the url in a browser just fine to download the resource pack.
