Seeds appear to be growing in places where they shouldn't be able to

Seeds appear to generate in places such as grass paths and normal grass when they shouldn't be able to in 22w14a all the way to 1.19 Pre-Release 3.

In 1.18.2 up to 22w13a the seeds generate fine and with water pools next to them.
