Powder snow visible in spectator mode

I was playing Minecraft in spectator mode recently. I went through some snow, and all the powder snow nearby just looked like a gray voxel. Typically, I would expect powder snow to be see-through like all other blocks when inside a solid in spectator mode, but this is not happening.
