The minecraft:item.armor.equip_generic sound is produced when filling and emptying buckets with substances

The Bug:

The minecraft:item.armor.equip_generic ("Gear equips") sound is produced when filling and emptying buckets with substances.

For some reason, in my testing, this can only be reproduced in survival mode. The substances affected are water, lava, and powder snow. This was also not present in 1.18.2 or 22w19a.

Steps to Reproduce:

• Obtain a water bucket and switch into survival mode.
• Empty the bucket and listen closely as you do this.
• Take note as to whether or not the minecraft:item.armor.equip_generic sound is produced when filling and emptying buckets with substances.

Observed Behavior:

The minecraft:item.armor.equip_generic ("Gear equips") sound is produced.

Expected Behavior:

This sound would not be produced, just like in 22w19a.
