Chat input overlay behavior incorrect when 'Open Chat' bind is set to 'Enter'

Summary:

Chat overlay opens on enter key down, and closes (sends message) on enter key up.

Reproduction steps:

• Change 'Open Chat' binding to 'Enter'
• Try typing a message in chat

Expected Results:

If the chat bind is set to enter, the chat overlay would toggle, and only send your message after you pressed enter for a second time.

Notes:

I could see this actually affecting social interactions, by players' messages being sent prematurely due to the user releasing the chat bind (enter key) on accident.
