Second Layer Of the skin cannot be view while wearing elytra

Steps To Reproduce

Step 1: Get A skin with sencond layer
Step 2: Enable The second layer in skin customization
Step 3: Wear an Elytra Seeing the second layer disappear

Observed Results:
The Second layer of the skin disappear after wearing elytra

Expected Results:
The Second layer of the skin should appear normaly while wearing elytra

Notes:
I found this bug in creative mode trying to experiment with elytra.
I'm not sure this bug get fix in the latest snapshot.
This bug is only work with elytra other armor will appear normal.
