Less charged bow does more damage than fully charged bow using tipped arrows

When attacking player and using a bow with arrows of instant harming II the following bug produces:

Charging a bow to full and shooting does 3.5 hearts of damage (7 damage points).

Not fully charging a bow does 5.5 hearts of damage (11 damage points).

All of this is tested when wearing non enchanted netherite armor.
