Allays keep wandering whilst dropping items

When allays are dropping their collected items they're still able to wander around even if they haven't dropped all their contents yet. This causes issues like items de-stacking from the same item entity and making a mess.

Expected behavior

Allays would stay still whilst throwing their items.

Observed behavior

Allays can wander around when they're dropping items, separating item stacks on different positions.

How to reproduce

1. Summon an allay, give it a stackable item.
2. Place a noteblock and play it.
3. Throw a stack of items from same allay's held item type.
4. Notice how sometimes the allay will keep moving whilst dropping items.
