Redstone doesn't work correctly on transparent blocks

Redstone signal won't go down when on glass

What I expected to happen was either the redstone to not appear connected, or the redstone signal to go through.

What actually happened was redstone not transferring a signal when the signal should be going down.

Steps to Reproduce:
1. Place any transparent block in a staircase shape, with redstone on top.
2. Power the redstone on the top end of the staircase.
