Parity issue: Snow layers cannot occupy the same block as flowers and other plants

In Bedrock Edition, snow layers can occupy the same block space as vegetation (flowers, tall grass, ferns, mushrooms, etc.). This is known as snowlogging, and in Java Edition, this is not possible.

This fix would have value both for parity and for aesthetics.
