Parity issue: Snowfall does not cause multiple snow layers to accumulate

In Bedrock Edition, multiple snow layers will accumulate (with no limit, I think) during snowfall. In Java Edition, only one layer can accumulate.

This fix would have value both for parity and for aesthetics.
