Creeper will not exploded when attacked at close range

What I expected to happen was:
The Creeper would explode when I attacked it within a blocks radius of it.

What actually happened was:
The Creeper did not respond to my attacks until death, upon which it died and dropped experience and gunpowder.

Steps to Reproduce:
1. Find a Creeper
2. Attack it.
