Wither Skeletons are able to spawn in only 2 block high clearings

When wither skeletons spawn in a 2-tall space, they get stuck, don't suffocate, and don't even get aggressive towards me(they should at least act like they want to attack me, but just do the 'look around' thing, that would probably change if I freed it).
