RMB Holding doesn't activate shield or place blocks

I'm attempting to use a shield or place a block down and rather than doing what it should do, activate shield or place a block down it does nothing. I have it assigned in my settings to be the default use an item or place a block. It does activate levers and buttons and other blocks just doesn't engage my shield or place blocks down nor allow me to eat. How do I fix it..? I'm experienced this in the newer version constantly, specifically in 1.18+ Does not work in Regular, Modded or regular MC + Optifine. Attached is a video of the issue, I am holding the right click down the entire time. Also a log of my session.

{+}Methods to reproduce:

1. Hop onto MC

2. Join a single player or Multiplayer world

3. Assign utilize block/place block to RMB

4. Get a shield 

5. Put it in offhand

6. Hold down RMB

{+}Desired Result: Shield rises up and blocks

Actual result: Shield does not rise up and doesn't block, glitches.

{+}When Holding down RMB after assigned to activate/place blocks -> Does not activate the shield nor allows eating of food objects. Instead stutters and doesn't function, stays dropped down.
