"Hide Lightning Flashes: ON" still shows flashes

The bug

During thunderstorms, the accessibility setting "Hide Lightning Flashes" does not disable flashing.

What it should do when enabled is:

  • disable sky flashing during thunderstorms (like in 1.17)

What it does instead is:

  • very slightly lowers the contrast and brightness of the flashes
  • causes a dim flash over the surface of blocks within render distance and under the sky.

I have included a screenshot of my system information, though I am not sure if this would help with finding the issue, if it does I would be glad.

This issue is of particular importance to me because I experience epileptic seizures from loud noises and flashing lights.
I can use resource packs to disable the sound of thunder, but I can not use resource packs to disable the sky flashing when there is a thunderstorm.
Simply disabling weather cycle is not an option for multiplayer, and lack of weather change in singleplayer removes the possibility of some features.

Reproduction steps

  1. In the accessibility settings, set "Hide Lightning Flashes: ON"
  2. Open any world
  3. Set the time to midnight
    /time set midnight
    
  4. Summon a lightning bolt above or close to you
    /summon minecraft:lightning_bolt ~ ~100 ~
    

    The surrounding blocks flash
