Unable to activate subtitles

I am unable to activate subtitles. I have attempted to look up solutions to this problem to avoid making a bug report but was unable to fix it.

What I expected to happen was...:
I expected subtitles to turn on when I set them to on.

What actually happened was...:
Subtitles did not turn on after being set to on despite previously doing so in past versions.

Steps to Reproduce:
1. Go to the menu to sounds and music or accessibility.
2. Turn subtitles on.
3. Subtitles don't appear.
