Can't set tamed wolf's health

if you use /summon wolf ~ ~ ~ {Health:100f,Owner:[I;,,,],Attributes:[

{Name:generic.max_health,Base:100}

]} it will set the health to 20 no matter what you do with attributes. this is very annoying when making things with commands.
