Chat type data pack files are considered "experimental world settings"

The bug

The newly added chat_type JSON files show the same "Experimental Settings" warning that you get from custom worlds. As a side issue, this also means reloading does not work for them.

Expected behavior

Since the article did not mention them being experimental and they are unrelated to the experimental custom worlds, I expected the chat types not to be experimental. I expected they would load after running /reload.

How to reproduce

1. Download the attached red_chat.zip data pack which turns player messages red.
2. Add it to a world and run /reload.
   → Notice that nothing changed.
3. Leave the world and re-join the world.
   → Notice the warning "Worlds using Experimental Settings are not supported".
4. Click "I know what I'm doing!"
   → Notice that now chat messages are displayed in red and the data pack is loaded.
