Enchanting Table only shows 2 Enchanting options

Hello, I was playing on a hardcore survival world and just crafted an enchanting table to enchant gear. However, I was faced with the problem of only having two enchanting options, something I have never experienced before. I've tried both the vanilla 1.18.2 and optifine 1.18.2 but the problem still persists. I also don't have any resource packs on in addition. I am wondering if there are any solutions to this or am I unable to get the max enchantment?
