Bubble Columns Won't Generate

When I put soul sand and magma at the bottom of a lake, bubble columns weren't forming.

How to reproduce (If the bug occurs for you)
1. Go to an ocean
2. Place soul sand and magma
3. Observe

Expected result:
I would get the bubble columns we all know and love.
I somewhat doubt other people would be having my issue, but my bubble columns won't generate.
