Whenever I add a resource pack it just doesn't show up. It just shows default and programmer pack

I searched and searched and been trying for over 8 hours, I have a really low fps rate ( 5 - 20 ) and its so hard to play. I tried to get a better fps pack and its the exact version I use but it just doesn't show up, I try pasting it and dragging it.
