Water mutes note blocks

What I expected to happen was...:
Water doesn't mute noteblocks since its not a solid block

What actually happened was...:
The water block prevents note blocks from creating sound

Steps to Reproduce:
1. Place a note block

2. place a water block on top of the note block
3. try using the note block
