Baby goats with horns lose their horns when fed

The Bug:

Baby goats lose their horns when fed.

Steps to Reproduce:

• Summon a baby goat with both of its horns.

• /summon minecraft:goat ~ ~ ~ {Age:-25000,HasLeftHorn:1b,HasRightHorn:1b}
  

• Obtain some wheat and feed it to the goat.
• Take note as to whether or not baby goats lose their horns when fed.

Observed Behavior:

Baby goats lose their horns.

Expected Behavior:

Baby goats would not lose their horns.
