Low amount of flames on torches and no flames when looking them from distance

I have a problem with torches.
They barely have fire on them and when I look at them from distance they stop playing the fire animation comepletly. Here is the link to the video example: https://streamable.com/p763w0

I am reporting this after asking for help from minecraft "Expert Support" and they say it is a bug.
