Muddy mangrove roots cannot be converted back into mud using a hoe

The bug

Nothing happens when using a hoe on muddy mangrove roots. This is inconsistent with rooted dirt, which is converted to dirt when a hoe is used (and drops hanging roots as an item).

How to reproduce

1. Obtain a hoe
2. Obtain rooted dirt
3. Obtain muddy mangrove roots
4. Use a hoe on the rooted dirt
5. Use a hoe on muddy mangrove roots

Expected results

The rooted dirt would turn into dirt and drop hanging roots, and the muddy mangrove roots would turn into mud and drop mangrove roots.

Actual results

The rooted dirt does turn into dirt and drop hanging roots, but nothing happens when attempting to hoe muddy mangrove roots.
