[MC-249948] Azalea trees can generate touching other trees

Most trees are made to never generate directly adjacent to other trees. Azalea trees, however, appear to ignore this rule.

A screenshot is attached which provides a seed and coordinates.

There would either be a gap between the two trees, or only one (or possibly neither) should generate.

The trees are in direct contact.
