Cave carvers don't cut through mud.

Steps to Reproduce:

• Generate a world with the following seed and teleport to the following coordinates.
• Version: 22w14a

  Seed: 7545504520051740373
  Coordinates: /execute in minecraft:overworld run tp @s 11897.67 60.00 750.45 -41.89 -16.22

• Take note as to whether or not cave carvers cut through mud.

Observed Behavior:

Cave carvers don't cut through mud.

Expected Behavior:

Cave carvers would cut through mud.
