Wool placed on sculk occludes vibrations when it isn't supposed to

When any color wool is placed on Sculk, it still occludes vibrations from sculk sensors. This never happened in the Deep Dark Experimental Snapshot 1.

This is because Sculk Blocks are missing the: "#skip_occlude_vibration_when_above" tag in 22w12a.
