The map color of waterlogged leaves isn't green

The Bug:

The map color of waterlogged leaves is blue despite the leaf block covering most of the water.

Steps to Reproduce:

1. Place down some leaves and waterlog them.
2. Obtain an empty map and use it.
3. Look at the color of the waterlogged leaves on the filled map.
4. Take note as to whether or not waterlogged leaves on maps appear green.

Observed Behavior:

The map color is blue.

Expected Behavior:

The map color would be green.
