String crafting from Cobweb no longer works

What I expected to happen was...:
Cobweb should transform into 9 x String using the Crafting Table

What actually happened was...:
Cobweb does not transform into anything

Steps to Reproduce:
1. Shear a Cobweb
2. Place Cobweb into Crafting Table
3. Nothing happens
