Chest Boats Cannot be Dispensed in Water

Steps to Reproduce:

• Place dispenser with a chest boat in it's inventory facing into a block of water
• Activate dispenser
• Observe the lack of chest boat dispensed as an entity
• Repeat setup with a normal boat instead and observe it being dispensed as a boat entity rather than an item
