Boat with chest cannot be placed by dispenser

The boat with chest cannot be placed by the dispenser, which is inconsistent with the normal boat and not in parity with Bedrock.

How to Reproduce
1. Place a dispenser with water in front. (preferably in rivers/oceans)
2. Put the boat with chest inside of it.
3. Activate the dispenser.
The boat with chest gets dropped instead of being placed
