Buried treasure maps sometimes generate empty in shipwreck chests

Sometimes when searching shipwreck chests, an empty map will generate with the name "Buried Treasure Map."  Holding it in one hand confirms that it is not filled.

 

Steps to reproduce:

1. Create a new "Large Biomes" world using the seed -7657144403601288391
2. Travel or teleport to these coordinates:  2769 62 8704
3. Open the chest, and observe the fake buried treasure map that generates.
