Mangrove propagules are randomly offset, but all other saplings are not

The bug

Mangrove propagules have a random horizontal offset on their supporting block, similar to that of flowers and grass. However, they are the only saplings to be subject to this - the original six saplings as well as nether fungi are still fixed to the center of their supporting block, meaning that this feature of the propagule has introduced an inconsistency.

How to reproduce

1. Place saplings and note how they're all uniformly aligned
2. Place mangrove propagules and notice they're offset randomly

Expected results

Either saplings would also have random offsets to match propagules, or propagules would not have random offsets as to match saplings.

Actual results

Saplings are not offset randomly, but propagules are, creating an inconsistency among sapling types.

How to fix

Either the random offset would be removed from propagules or be added to saplings/fungi.
